CHAS

 

CHAS (The Community Health Assist Scheme) is a scheme by the Ministry of Health (MOH) that enables Singapore Citizens from lower- and middle-income households to receive subsidies for dental care at participating dental clinics near their homes. Singapore Citizens who qualify for CHAS will receive an individual blue or orange Health Assist card.

 

Who is eligible?

 

Singapore Citizens of all ages are eligible for CHAS if they meet the following criteria:

 

  • Household monthly income per person of $1,800 and below; OR

 

For instance, a family of four living at the same address with a total gross household monthly income of $7,200 (household monthly income per person is $7,200 ÷ 4 = $1,800) will qualify for CHAS, provided that they are all Singapore Citizens.

 

  • Annual Value (AV) of residence as reflected on NRIC of $21,000 and below for households with no income.

 

Family members (related by blood, marriage and/or legal adoption) living at the same address, as reflected on their NRICs, will need to apply together on one application form. All the family members’ income will contribute towards the household monthly income per person.

 

Members of the public who are on Public Assistance (PA) scheme do not need to apply as they are already eligible for CHAS.

Pioneer Generation Package

 

CHAS subsidies for the Pioneer Generation (‘PG’) take effects from 1 September 2014. The Pioneer Generation Package is for Singapore Citizens who:

 

  • were aged 16 and above in 1965 (i.e. born on or before 31 December 1949) and
  • obtained citizenship on or before 31 December 1986.

 

The conditions covered for the Pioneer Generation are the same as those for the Blue Health Assist card holders. However, the subsidy rates for Pioneers are higher. Pioneers are required to bring their Pioneer Generation card and NRIC when visiting a CHAS clinic. Every Pioneer will be issued an individual Pioneer Generation card, which is automatically sent to his/her NRIC-registered address by September 2014. The PG card is valid for life.

 

Those who are eligible for the Pioneer Generation Package would have received a notification letter in June 2014. You can check your eligibility online at the Eligibility page. You can also call the Pioneer Generation hotline at 1800-2222-888.

How much subsidies will i recieve?

 

The colour of the Health Assist card indicates the subsidy tier that you are entitled for, either CHAS Subsidy Blue, Orange or Pioneer Generation tier. As you may need to co-pay for your treatment, please check with your dentist on the fees before you proceed with the treatment.

With CHAS, How can i recieve treatment?

 

You can visit any participating CHAS clinic of your choice. Please call your preferred clinic for details on the range of services available.
To receive subsidies for your treatment, you need to produce your valid Health Assist, Public Assistance or Pioneer Generation card and NRIC upon registration.

For cardholders below 15 years old, you have to present your valid Health Assist card with birth certificate (in lieu of NRIC).

What if i am a public assistance card (PA) cardholder?

 

Singapore Citizens who are on Public Assistance (PA) will receive full subsidies for treatment of conditions covered under CHAS Blue Tier. To receive subsidies at participating CHAS dental clinics, PA cardholders need to produce their PA card and NRIC upon registration.

1. Why should I join CHAS? How will I benefit from it?

 

The benefits of joining CHAS:
• You can receive subsidies for selected dental treatment at any GPA Dental clinic.

 

2. How can I apply for the scheme?

3. What are the likely fees that I have to pay at the participating clinic using my Health Assist or Pioneer Generation card?

 

Patients are expected to co-pay for their treatment under CHAS. Patients are encouraged to check with the dentist on the likely fees that they will be charged as the treatment required may vary according to each patient’s condition. The dentist/clinic would subtract the amount of CHAS subsidy applicable for the visit, and charge the remaining amount to the patient.

 

4. Is there a limit on the number of visits I can make?

 

• Consultation: Up to 2 per calendar year
• Crown: Up to 4 per calendar year
• Denture: Up to 1 upper and 1 lower per 3 calendar years
• Extraction: Up to 4 per calendar year
• Filling: Up to 6 per calendar year
• Incision & Drainage: Up to 1 per visit; 2 per calendar year
• Polishing: Up to 2 per calendar year
• Root canal treatment: Up to 2 per calendar year
• Scaling: Up to 2 per calendar year
• Topical Fluoride: Up to 2 per calendar year
• X-ray: Up to 6 per calendar year
